Fix Windows 7 Multi-touch Not Working After Initial Startup Problem

Don’t panic if you are unable to get multi-touch functionality on your Tablet PC after setting up your system for the first time. Microsoft has released a fix (KB2013931) for this problem which occurs when you boot Windows for the first time after a setup.

This issue is caused by an internal race condition, which occurs during the loading of tabletinputservice immediately after OOBE (Out of Box Experience). Here are the 3 different methods to fix this issue:

1. Restart the system. This will automatically restart the tabletinputservice.

2. Restart the tabletinputservice from the command prompt.  To do this, you need to be logged into your computer as an administrator. Type cmd in search box and hit Enter.
Type the following two commands one after the other:

Net stop tabletinputservice
Net start tabletinputservice

3. Type services.msc in search box and hit Enter. This will start the Services console. Scroll down the list of services to find  “Tablet PC Input Service” and restart it manually from the right click menu option.
